Last year was a good year for current and prospective EV drivers. Both passed in 2022, the Inflation Reduction Act (IRA) and the Bipartisan Infrastructure Law (BIL), also known as the Infrastructure and Investment Jobs Act (IIJA), are the largest, most ambitious climate legislation the federal government has ever enacted – with billions of dollars earmarked to make it easier for Americans to buy and charge their EVs.

And there’s more good news: the IRA and BIL aren’t the only two programs working to make an EV purchase more affordable. Each state has a variety of additional tax credits, grants, and rebate programs open for applications. In this post, we’ll break down what’s available for five states with the most options available: California, Colorado, Oregon, Massachusetts, and New York. California

Unsurprisingly, California has an extensive list of regionally-based programs to accelerate the buildout of critical charging infrastructure – we’ve compiled a list of the most generous and timely options available.

Peninsula Clean Energy’s EV Ready Program is allocating $28 million to install 3,500 EV charging ports in San Mateo County over the next four years. This program is for workplaces, multi-unit dwellings, public parking areas, and other public locations. For all the necessary information, check out their website.

Silicon Valley Power’s EV Charging Station Incentive program established four funding lanes – Multifamily Properties, Equity + Multifamily Properties, Commercial Properties, and Equity + Commercial Properties – with differing qualifications and incentive structures. For workplaces, commuter parking lots, and multifamily properties, Marin Clean Energy is offering:

  • $3,000 per L2 charging port for 2-20 ports per site;
  • $750 per L1 charging port for 4-40 ports (up to $30,000) per site.

Central Coast Community Energy Member Agencies related to commercial, agricultural, non-profit, multi-family housing, or industrial entities – as well as public agencies – are eligible to apply for the organization’s Electrify Your Ride Program. Colorado

The Colorado Energy Office just opened applications on May 15, 2023 for two programs: Fleet Zero-Emission Resource Opportunity (Fleet-ZERO) and Charge Ahead Colorado.

The Fleet-ZERO grant program is designed to support the build out of charging for fleet owners and operators seeking to electrify their vehicles, as well as public and semi-public fleet charging sites and providers offering EV charging-as-a-service to fleets. With $3 million total estimated for the first round, the program offers competitive grant funding with prioritized investments in disproportionately impacted communities and enhanced incentives for qualifying entities. The Charge Ahead Colorado program provides grant funding for community-based Level 2 (L2) and DC fast charging (DCFC) charging stations. This program is targeting investing another $3 million, and the application closes on June 16, 2023 at 5:00pm MT. For all the necessary information to submit, check out their website.

Oregon

The Oregon Department of Transportation (ODOT) is opening up a Community Charging Rebates Program starting June 13, 2023 as part of ODOT’s $100 million commitment to accelerate the deployment of EV charging along major roads and within Oregon communities over the next five years. Up to $7 million of that commitment is earmarked to support the installation of L2 charging stations at strategic locations, particularly public parking sites and multi-family housing.

The program will reimburse public and private investments through rebates: $4,250 - $5,500 per Level 2 charging port, up to 75% of eligible costs. 70% of these funds are reserved for projects located within priority communities, defined as disadvantaged and rural communities.

Portland General Electric (PGE) has also rolled out a charging rebates program, for both homes and businesses.

For homes, PGE is encouraging drivers to install a qualified L2 charger and then apply for a rebate, as well as starting to earn credits on their PGE bill. To apply, check out their website.

For businesses, PGE is offering up to $1,000 for each L2 charger port, with multifamily properties getting up to $2,300 per port – plus up to $6,000 in installation costs. To start the application process, check out their website.

Massachusetts

The Massachusetts Electric Vehicle Incentive Program (MassEVIP) is bucketing their incentives into three categories: Multi-Unit Dwelling & Educational Campus, Workplace & Fleet, and Public Access incentives. All applications are accepted on a first-come, first-served basis until all available funding is spent.

The Multi-Unit Dwelling & Educational Campus Charging Program provides incentives for property owners or managers to acquire and install L1 and L2 charging stations.

  • Multi-unit dwellings with five or more residential units and educational campuses with at least 15 students on site are eligible.
  • MassDEP funds up to 60% of the hardware and installation costs to a maximum of $50,000 per street address.

The Workplace & Fleet Charging Program provides incentives for employers and fleet operators to acquire and install L1 and L2 charging stations.

  • Applicants with 15 or more employees in non-residential places of business are eligible.
  • MassDEP provides up to 60%t of the funding to a maximum of $50,000 per street address for hardware and installation costs.

The MassEVIP Public Access Charging Program provides incentives for property owners or managers with publicly accessible parking to acquire and install L1 and L2 charging stations.

  • Non-residential locations with publicly accessible parking are eligible.
  • Government-owned locations: MassDEP funds up to 100% of the hardware and installation costs to a maximum of $50,000 per street address.
  • All other locations: The agency funds up to 80% of the hardware and installation costs to a maximum of $50,000 per street address.

New York

Through New York’s EV Make-Ready Program, $601 million is earmarked for distribution among businesses seeking to install or participate in the installation of L2 and/or DCFC stations. These incentives will offset a large portion of, or in some cases, all of the infrastructure costs associated with preparing a site for charging installation.

  • The program may cover up to 100% of the electrical infrastructure costs for publicly available DCFC projects or L2 projects at multi-unit dwellings, both in disadvantaged communities.
  • The program may cover up to 90% of the electrical infrastructure costs for publicly available DCFC and L2 projects outside of disadvantaged communities.
  • The program may cover up to 50% of the electrical infrastructure costs for non-public DCFC and L2 projects, such as workplaces or restricted parking lots, or projects consisting of proprietary plugs.
